Which of the following most accurately describes the problem?

It's not only UK container ports that have trouble meeting the needs of hauliers: French magazine L'Officiel des Transporteurs carries a report this week on the troubles at Havre in Normandy.

The second of two protests by container hauliers hit the town when 50 trucks blocked roads in a go-slow protest.

Jean-Louis Verdiere, who organised the protest, says it was a wake-up call for the authorities: "Our goal was to alert the local government and port bosses to the problem that hauliers are having with waiting times at the port."

Denis Dufour, boss of Transports Dufour, adds: "Every day, drivers are left waiting for an average of four hours to unload their containers."

The problem is a lack of straddle cranes and crane drivers despite an 11% rise in container traffic this year.
