Which of the following most accurately describes the problem?

Keywords : Law / Crime

Ifound it reassuring that the deputy chief executive of the Vehicle Inspectorate accepts the long-established tenet of criminal law that his staff are "presumed innocent until found guilty" (CM 24-30 Oct). Can we ask that Julian David reminds his own enforcement officers of the principle when dealing with operators.

Unfortunately, it is our experience that individual enforcement officers leave operators in no doubt that they consider the operator guilty of infringements unkss by some sleight of hand, sympathetic bench or "tricky" lawyers, operators are able to establish their innocence before the courts.
