Which of the following most accurately describes the problem?

It beggars belief that the Government can treat the recommendations of the Transport Select Committee with such contempt (CM 310ct-6 Nov). This specialist committee carefully considered for three months the enforcement issues confronting the industry, interviewed expert witnesses and came up with careful, nonparty political suggestions. And what does the Government say ? Either no or "we'll give it further consideration".

That leaves most of us in the industry wondering yet again—when the time for considering is over and the time for action arrives. I have read so much in the past five years about imminent action on enforcement (impounding, etc) followed by such complete inaction, that "consideration" is wearing a bit thin. Will someone ever do anything about the illegal operators in this industry ?
