Which of the following most accurately describes the problem?

• An owner-driver operating for express freight carrier Europa has been blacklisted from working for the company after it was discovered he was running without an 0-licence for the second time in a year.

Sub-contractor Brian Colyer, operating two vehicles from Erith. in Kent, was suspended from work when he admitted that he had run under somebody else's licence for a year (CM 7-13 Dec 1995).

As a result Europa tightened up driver licence and vehicle checks at its nine depots.

Colyer said he didn't realise it was illegal to operate under a fellow sub-contractor's licence.

Last December he was granted an interim licence by the South East and Metropolitan Traffic Area and Europa

allowed him back to work. However, Colyer's interim licence expired on 8 August after his application for a full standard international licence was refused at a public inquiry.

He had applied for the licence under his sister's name, Joanne Colyer (trading as Colyer Transport) based at Ladywell, south-east London.

Europa transport manager, Alan Weekes says the company was unaware that Colyer's interim licence had expired. "This is the final straw," he adds. "We feel our trust has been abused—Colyer is totally finished with Europa from now on. Even if he came to us tomorrow with a licence we wouldn't be interested."

Colyer was unavailable for comment.
