Which of the following most accurately describes the problem?

y CM reporter LULL hauliers have offered to leet the unions' demand for a 7 per cent increase in subistence—against the trend in le rest of the country (CM, ast week).

But the drivers will have to ay a price for this concession. he package deal put forward y the Hull RHA Assenting hauliers includes a 12-month reeze on pay and conditions. Mr E. Grubb, chairman of ne Assenting Hauliers, told !M on Monday that the deal ad now been sent to the lepartment of Employment )r approval. It offers a £6 pay ise and an increase in overight subsistence from £3.50 ) £5.

The question whether the lepartrnent will allow such a arge percentage increase is ill in doubt. It is the subsistnce payment which has been le sticking point of RHA negotiators In the other areas.

They are keeping to an offe of £4.50, a rise of 27 per cent, which they believe is more in line with present Government policy. This has been put to the unions involved and they are now awaiting a response.

A spokesman for tne Department told CM last week that any expenses increase could allow only for increased costs. If it was in excess of price rises it would probably not be allowed.

Mr Grubb, regional general manager (transport) of the British Fuel Company, said : "At the moment the matter is with the Department.

"We have offered to pay £5 for genuine expenditure and the package deal would mean that no other claims, for example on guaranteed hours, holidays, etc, could be made for a year."
