One of the problems of the resent impasse is that Britain ould be without any hours aw on January 1 if the EEC hours proposals are not adopted. The Minister's new powers would enable him to make enforcement orders for any change in the driving time limit.

Last week's order, which comes into effect on November 20, allows the Minister to regulate or supervise the qualifications and working conditions of persons engaged in road transport.

The DoE this week also announced higher fees for international road haulage permits and certificates next year. The new fees come into force on January 1. The higher fees are as follows : bilateral journey permits, £2.50; bilateral permits allowing unlimited journeys, £45; EEC and ECMT multilateral permits, £95.

Existing fees have not risen since 1973, says the DoE.
