Which of the following most accurately describes the problem?

A SPECIAL SYSTEM of load restraints, in the shape of 915mm (3ft) high steel poles, are fitted to the tail-lift platforms of 22 vans being supplied to the Greater London Council's supplies department. The restraint system is aimed at preventing roll pallets from moving when vans are delivering to premises where the ground is uneven.

The vehicles in question are Bedford 11.33-ton-gross models and the tail-lifts are supplied by John Ratcliff. The lightalloy van bodies •are built by Locomotors Ltd, of Andover, and each has a roller shutter doorway on the nearside; the front of the body space can be compartmentalised. A hatch on the top front offside corner permits the carriage of ladders and other long loads.
