Which of the following most accurately describes the problem?

ADVICE on all aspects of passenger transport operation will be offered on a worldwide scale by a newly formed company—NBC Consultancy Services, a wholly owned subsidiary of the National Bus Company, the NBC chairman, Mr Freddie Wood, said on Monday.

The new company will: • Aid the establishment of new bus operations; • Give guidance on vehicle and equipment purchase; • Advise on the provision of long-term finance; • Provide architectural and technical expertise relating to transport property; • Plan the organisation of manpower, • And help with traffic management and engineering services.

An NBC spokesman said the new company was just getting off the ground and had not yet finalised any assignments. Market research had shown that there was a considerable demand for the sort of services that were being offered and that operators at home and abroad had requested the NBC's help many times before this special company was set up.

Mr Wood stressed the problems that the NBC itself had overcome and said the experience gained by this would be. welcome in many overseas countries where the road passenger transport undertakings were likely to face the many and varied problems which the National Bus Company had had to resolve in recent years.

Mr Jim Skyrme, NBC chief executive, is chairman of the new company, and Mr Walter Womar, director of property and engineering for NBC, has been appointed managing director.
