Which of the following most accurately describes the problem?

WELSH GENERAL haulier WJ Clayton & Sons is shutting its doors because it expects the September fuel duty rise, when coupled with decIlning volumes, would leave it in the red.

On 16 May, at its Newport yard, the 93-year-old company will run a retirement auction for its 29 HGVs and four-acre premises. The group says it wants to leave the industry in a profitable position rather than experience a loss in six months' time. Aluminium-maker Novelis is closing its South Wales factory, which accounted for 90% of WJ Clayton's business. Director Richard Clayton says the firm would be left with only small local freight. He adds the 2p/litre fuel duty rise would leave the group in an unprofitable position.
