Which of the following most accurately describes the problem?

A NORTH WALES operator has been given 14 days in which to provide proof that he holds a CPC or face having his partnership licence revoked.

Corwen-based Anne and Edward Edwards, trading as AJ Edwards, have a licence for two vehicles and a trailer. They had been called before the Welsh Deputy Traffic Commissioner, Simon Evans. Vehicle examiner Philip Carson said he carried out an investigation in October. Edward Edwards was unable to produce all the inspection records and some of the available records were incomplete. Vehicles were not being inspected at the stated interval of six weeks, and there was no defect book for one of the vehicles.

Also, the forward planner did not tally up with the required inspection intervals, or the dates when inspections took place. The failure rate at annual test was 83.3%. An undertaking given at a public inquiry in 2005 to have roller brake tests every 12 weeks was also not being complied with.

Commenting on two `S'-marked prohibitions imposed in October on a tractor unit and trailer foi defective tyres, Edward Edwards said that the wear on the 1[mile/ tyre was uneven and peculiar. He did not know how he missed it He admitted he had not checked the tyres that morning.

Edwards thought that the reasons for failure at annual tesi were very trivial. He said he had used a local garage while the mechanic was ill. The mechanic was now back at work.

He acknowledged that in 200f he had undertaken that the firm'5 vehicles would have roller brake tests every 12 weeks. After CPC holder Anne Edwards admitted she didn't take part in the business her husband said he thought he was also a CPC holder.
