Which of the following most accurately describes the problem?

A T the first meeting of the new national council, on Saturday, Mr. K. C. Turner was re-elected president of the TRTA for the 1965-6 term. This will be his fifth year of office, the nominal three-year limitation on the office of president being waived on the grounds that this is likely to be anything but a " normal " year for C-licensed transport; allowance is made in the Association's rules for such a move, and it was felt by the council that—as was the case last year—continuity of office .was -very important at the present time. Mr. L Delicate remains president-elect. Joining the three existing national vice-chairmen for the first time, Mr. G. Page (J. Lyons and Co.) was elected a vice-chairman to replace Mr. S. I. Lamborn, who has retired from Ibis position.
