Which of the following most accurately describes the problem?

AS this picture shows, production of liner train (or " express freightliner ") containers is going ahead at full speed in BR's carriage and wagon works at Derby. A BR spokesman said orders had been placed for 146 of the 27 ft. 20-ton-capacity containers and that 60 men had been put onto

production of 15 containers a week.

Meanwhile, about 20 freightliner wagons have been standing idle at Chaddertort, Derby, after being used on test runs to establish timetables. These runs were sanctioned by the NUR but no more are planned at present.
