Which of the following most accurately describes the problem?

Enviro Technology Services believes it has the solution to policing the London lowemission zone (LEZ).

The air pollution monitoring specialist has developed a system that measures exhaust emissions as vehicles drive through a beam of ultraviolet light.

Operations director Duncan Mounsor says: "Methods of monitoring pollution involving stopping a vehicle and attaching a sensor to the exhaust pipe are inefficient and inconvenient, and are less effective in helping to implement an LEZ.

"These remote sensing devices (RSDs) enable the effective enforcement of LEZs.* The RSDs analyse vehicle emissions by measuring how much light from the UV beam the molecules of the individual pollutants absorb. An Enviro spokesman adds: "This system can measure any level of pollution, from high-emitting to low-emitting vehicles.

"It's also quite popular with some fleet operators in America, which use it as a tool to check that their vehicles are running as they should."

• London LEZ boss Nick Fairholme had acknowledged limitations in the policing of the LEZ (CM17 May).
