Which of the following most accurately describes the problem?

NORMAN FOWLER, Minister of Transport, has laid before Parliament Regulations to increase the MOT test fees from July 1.

The fees for testing cars, light vans and motor cycle combinations are to be increased to £6.70 from £5.60, and for solo motor cycles to £4 from £3.36. The reduced retest fee which applies under certain conditions will continue to be half the full fee. The charge for a duplicate test certificate is also increased to £1 from 50p.

The MoT test fee was last increased on 1 November 1979 and the charge for a duplicate certificate on 1 January 1977.
