Which of the following most accurately describes the problem?

• Mr. Mohammed Akram Bhuttee, trading as Eastern Travels, applied to the Yorkshire Traffic Commissioners in Leeds last week to run a daily service throughout the year from Leeds, Bradford and Sheffield to London Airport for Pakistani immigrants and friends.

He sought to operate one 12-seater bus in each direction daily to coincide with Pakistani International Airline schedules.

British Railways objected to the application but, subject to a licence condition that only immigrant Pakistani nationals from Karachi and friends or relations meeting them would be carried, three bus operators withdrew their objections.

Mr. Bhuttee said he was at present operating a taxi service charging £15 for a four-seater and £18 for a five-seater. He proposed a £4 single and £6 return fare between Leeds and London Airport. Leaders of the Pakistani community in Leeds and

Bradford told the Commissioners that immigrants unable to speak the language on arrival were severely handicapped and this service would be invaluable to them.

The Commissioners adjourned the hearing to a date to be fixed.
