Which of the following most accurately describes the problem?

• The Minister of Transport has amended the Motor Vehicles (Authorisation of Special Types) General Order, 1966, to permit certain vehicles employed on roadworks to use pneumatic tyres which bear no tread pattern.

Some special vehicles, such as road rollers and aggregate spreaders, operate with smooth tread tyres, otherwise the imprint of a patterned tread would be left on the road surface. The amending order exempts them, therefore, from the requirement in the new tyre regulations that pneumatic tyres must have a tread pattern at least lmm deep.
