Which of the following most accurately describes the problem?

• This week British vehicles in transit in Germany have been able to move without the customary permit. Following an approach by the Ministry of Transport, Herr Georg Leber, the German Minister gave immediate approval. A spokesman for the RHA said that the reply was as unexpected as it was acceptable. There are normally only 40 permits available for British vehicles travelling to or through Germany at any one time.

The approach was made to ease the backlog of freight created by the French strikes which has caused an increase in German transit traffic. Recently Herr Leber reduced the number of permits issued to Dutch hauliers by 40 per cent and this has created problems for operators sending unaccompanied traffic through Germany via Rotterdam. The continuation of the relaxation will be reconsidered by Herr Leber tomorrow (Saturday).
