Which of the following most accurately describes the problem?

NAAJOR point of discussion at the first 1VL meeting of the T.R.T.A.'s newly formed highways and traffic committee was the promised closure of the Port of London's reception depot for small consignments at Victoria Dock on October 1.

The committee's opinion was that there was a real need for the services of such a depot, and that major reasons why it hadn't been used more were lack of suitable publicity and a restriction on the size of the consignments handled. The committee will ask the Authority to reconsider its decision to close the depot, bearing in mind these points.

Other subjects discussed by the committee, under the chairmanship of Mr. G. T. Pollard. included the dippedheadlights experiment at Birmingham and the question of panda crossings.

On headlights the committee decided to wait for the official findings of the Road Research Laboratory before coming to any firm decision.

The Minister of Transport had asked the committee for its views on the success or otherwise of panda crossings, and it was the feeling of the meeting that the experiment bad not succeeded. The Minister will be advised to place greater stress on the use of pedestrian-controlled traffic lights, apart from ordinary traffic lights and zebra crossings.
