Which of the following most accurately describes the problem?

AFTER hearing that -a haulier had been illegally .carrying cattle on a B licence, and at the same time operating under a C-hire arrangement, the North Western Deputy Licensing Authority, Mr. J. R. Lindsay, last week warned the man about his future conduct.

MT. A. Wilkinson, of Green Haworth, Accrington, who sought a new B licende for a cattle truck to operate within 50 miles of its base, was told that but for the fact that be had a family to support, the licence would not have been granted.

The case had twice been adjourned for the production of more detailed figures (The Commercial Motor, February1). At the first hearing it was stated that Mr. Wilkinson originally held a B licence for livestock within five miles, but failed to renew it in January: 1956, through an oversight. Two vehicle replacements were made without variation or notification, and he ran irregularly without a licence for six months.

Mr. Lindsay reduced the radius of the new licence from 50 to five miles, and said that officers would check Mr. Wilkinson's operations. He must appear again on renewal
