• Create a graduated f Ned penalty system
• Formalise retraining courses for speeding/ alcohol offenders
• Make driving without having proper control and using a hand-held mobile phone an endorsable offence • Introduce mandatory disqualification for a second or subsequent offence of using a vehicle in a dangerous condition
• Improve arrangements for driving tests • Require performance data of driving instructors to be published • Set up a deposit scheme so foreign drivers cannot escape penalties for a specific range of offences
• Increase VOSA's enforcement powers • Authorise a pilot scheme for French-style motorway rest areas • Tighten up controls over the transport of radioactive materials
