Which of the following most accurately describes the problem?

It all began with a converted wartime 1ST . .

ANEW office from which the greater part of road freight traffic between Great Britain and Northern Ireland will be coordinated was opened in Preston last week by the Transport Ferry Service.

The new office has been designed for TFS, working closely with road transport operators, to handle rollon/roll-off and container traffic moving between Preston and Larne, Belfast, Dublin and Drogheda on TFS ferry ships and container vessels.

At the opening, Mr. Michael K. Bustard, TFS general manager, said: "When the Transport Ferry Service first started operating from Preston in 1948, we had one converted wartime LST, and a man with a typewriter sitting on the dockside. Since the traffic has increased from 5,000 vehicles, containers and other units carried in the first year to over 45,000 units a year on the rollon/roll-off service alone. In addition we have 10 modern container ships operating over 20 sailings a week to Larne, Dublin and Drogheda, and which last year carried over 50,000 containers to Ireland.

"These new offices will help us to deal more quickly and efficiently with the growing flow of all types of freight traffic," he said.

The office block is a modern two-storey building with picture windows overlooking the company's berths. It accommodates a staff of 20.

The ground floor, in addition to the main traffic office, has reception and documentation areas for commercial drivers and passengers, and a telex and telephone room.

The upper floor has offices for the traffic superintendent, the marine superintendent, the engineering superintendent, and the administration department, and also a panelled conference room.
