The HA struggles to confirm which projects will definitely start and when, sh-iply because it is waiting for the government to tell it how much money is in the pot. The economic crisis means many expect previously announced projects not just road infrastructure to be shelved.

An HA spokeswoman says it is committed to All and A14 improvement schemes, but adds: "Funds will be committed when construction work is ready to start." The HA does not seem to be unduly concerned about port expansion on the road network in the east, either.

The spokeswoman says: "A transport assessment was prepared for each of the port developments, which was tested at public inquiry. Any necessary improvements to transport networks, including the trunk road network, were included in the conditions attached to the planning consents."
