Which of the following most accurately describes the problem?

• Council officials have slapped a lorry ban stretching only 12m along a road and now the police are refusing to enforce it.

The ban on 18-tonne vehicles runs between junction 19 of the M62 along the A6046 through Middleton, near Rochdale. Council officials claim hauliers were using the road as a 'rat run' to the new section of the M60.

The 18-month trial ends in April, but no-one knows how effective it has been as the police are not enforcing it. A spokesman for Greater Manchester Police says: "We could not commit officers to enforce this ban."

The Road Haulage Association has asked Rochdale Council for evidence of the number of trucks using the road, and the damage they have caused, but has yet to receive a reply.

A spokeswoman the council says: "Objections have been received and the scheme is due to be reconsidered on 18 February"
