Which of the following most accurately describes the problem?

W Brynle Williams, the farmer who led the 2000 blockade of the Stanlow oil refinery in Cheshire, hopes to take his battle to the Welsh Assembly as a Conservative AM.

Flintshire-based Williams has been chosen by the Tories to fight the Clwyd West constituency, which is held by Labour's Alan Pugh, at the May 2003 election.

Williams has vowed to resurrect his argument for fuel duty parity across Europe and to address the issue of cabotage.

"We are seeing more and more local hauliers going to the wall because of the advantage imported fuel gives."

He wants an essential user rebate for farmers and hauliers. He says: "It is time the government decided who to look after—the people who put them in power, or those across the Channel."
