Which of the following most accurately describes the problem?

TWO Cardiff brothers employed by their wives in a scrap haulage company had the licence of the company revoked by the South Wales LA at Cardiff last week, just six months after it had been granted.

Greenway Haulage Company, of Rumney, was called under Section 69 following a conviction at Cardiff magistrates' court in November and refusal notices when the vehicles were taken for plating.

Mr H. Jones for the company, said: "The vehicles are used for the haulage of scrap to various steel works in South Wales. They travel over a lot of rough ground which causes a great deal of damage."

He told the LA that although they had agreed with two separate garages to carry out their maintenance they had found this unsatisfactory, and they now hired a garage once a month and employed a fitter to carry out full inspection and maintenance of the two vehicles. They intended to employ this man on a fulltime basis and to obtain garage premises. "Facts speak for themselves — there have been defects along the line somewhere, particularly when the vehicles were presented for testing. I suggest to you that it was a naiveness on their part with them not keeping up to date on their thinking. I have tried to explain the law and what it entails having an operator's licence. If their operator's licence is curtailed in any way they would be put out of business," said Mr Jones.

Revoking the licence from January 31 the LA, Mr Ronald R. Jackson said the

company should be fully aware of its responsibilities. "When I granted the licence for six months — the shortest time I have given a licence for in this traffic area — I was well aware of walking on a tightrope. During that six months they have been convicted by the Cardiff magistrates for the condition of the vehicles and following this they were refused at the MoT station."

An application for renewal has been lodged after final reminders and will be listed for hearing in public in due course.
