Which of the following most accurately describes the problem?

MINBURGH'S transport ommittee on Monday oted against any hand-over if the city's bus fleet to the ;cottish Bus Group. The nove had been suggested by he city's Conservative youp (CM, last week) in a lid to prevent the underaking's £3m deficit falling in Edinburgh District rateeyers after local Govern ment re-organization in May.

The transport committee considered a petition signed by 2,000 transport department employees opposing a hand-over to SBG and met a deputation from eight unions in the undertaking which are fighting the proposal. The committee's decision will be before a meeting of the finance committee next Thursday when it considers the request. A recommendation from the finance committee will be considered by a meeting of the full council.

The spectacle of a Tory group proposing what is essentially nationalization which is being fought by a Labour majority must be set against the background of the political scene after reorganization. The District council will be Conservative-controlled, but the Lothian region council will have a Labour majority.

A Continental system of flat fares in the Lothian region is being proposed by the Scottish Association for Public Transport.
