Which of the following most accurately describes the problem?

THE Minister Of Transport is to give traders ample opportunity to apply for permits to operate beyond The 40-mile limit before the provisioas of the Transport Bill come into effect. This assurance was given in a letier from Mr. G. R. Strauss, Parliamentary Secretary to the Ministry of Transport. to Mr, 'James Harrison, M.P. for Nottingham East, in reply to observations on the Transport Bill by Nottingham Chamber of Commerce. Mr. Strauss stated that traders need not be in any doubt about their position. He did not agree with the Chamber that the procedure laid down for applications was vague, cumbrous and weighted against the C-licence holder. The Chamber held that traders' vehicles should be unrestricted.
