Which of the following most accurately describes the problem?

a The Health & Safety Commission is asking the haulage industry to comment on proposed changes to the law on the transportation of dangerous substances.

The changes are being made as part of the UK's implementation of two EU directives on the domestic carriage of dangerous goods (ADR) which were agreed in Brussels last month.

The new regulations, which will also affect tanker drivers and the carriage of explosives, are designed to be "more userfriendly". The Government has to have the new legislation in place by 1 January 1997.

Hauliers who want their views to be known should obtain a copy of the consultative document and get their comments to the HSC by 1 March 1996. The Freight Transport Association says it will be replying on its members' behalf and expressing concern over the control of mixed cargoes.
