Which of the following most accurately describes the problem?

• EU Transport ministers are expected to agree a new credit cord-style driving licence this week, to be gradually introduced from next year.

Driving tests will still be set by national Government; the cards will eventually contain a microchip storing all driver details, including motoring offences. Britain is pressing for the card to show the nationality of the driver, but some EU countries see this as unnecessary because they already have identity cards.
