Which of the following most accurately describes the problem?

ABERDEEN-BASED haulier ARR Craib Transport has extended its business into rail freight, supply chain management and facilities management in the face of a tough road haulage market and rising fuel prices.

The Scottish operator increased turnover by £2.5m in the year ending 31 March, up to £38.8m from £33.2m last year. Pre-tax profits were down from £771,000 to £539,000.

The company characterised the figures as respectable when placed in the context of extremely difficult trading conditions", particularly the rise in the cost of fuel.

The directors report adds that although road transport remains the cornerstone of the company's business, it is continuing to expand into other sectors.

ARR Craib operates more than 250 vehicles and 480 trailers. In the year to 31 March its average workforce went up to 300 from 295 the year before, with total employment costs up from £10.5m to £11.25m.
