Which of the following most accurately describes the problem?

"unacceptable" that chemicals were found dumped in a lay-by in an "intentionally" abandoned lorry.

On 31 July, North Wales Police, fire officers, Vosa and the Environment Agency Wales were called to the scene on the A5104 near Broughton, Flintshire.

The trailer was discovered in the lay-by, carrying chemicals that included antifreeze, oil and paint.

Although the agency said these were not "immediately harmful", it was necessary for the site to be guarded overnight to protect the environment and the public.

Identifying marks on the truck, such as the VPN plate, had been removed, implying that the HGV was deliberately dumped.

Lee Rawlinson, environment manager for the agency, states: "It is completely unacceptable to dump chemicals like this. People have a legal responsibility to get rid of chemicals safely so they do not harm the countryside or people." According to a spokesman for the Environment Agency Wales, a lot of forensic evidence was found in the tractor, which could help track down the culprit.
