The DTp is not saying yet what that threshold might be, but it is aware of the risk of setting it at an unrealistic level. If it is too high, then all metropolitan areas would be excluded, but if it was too low, then false hopes might be raised as too many possible action areas would be under consideration.

Whatever proposals are agreed on must produce value for money, the DTp says, and it intends to use details of lorry control measures included in Transport Policies and Programme submissions as a basis for its action area decisions.

Interested parties, including local government and the transport industry, have been given until September 30 to give their views to the DTp.
