Which of the following most accurately describes the problem?

ONE STREET in Exeter will be included in a revived scheme for a third trial area in Mid and East Devon.

ft is two years since Devon first considered applying for trial area status (CM. August 30, 1980) for the districts, which are served by a sizeable network of Western National stage routes, as well as independent operators.

Transport Under Secretary Reginald Eyre said last week that the area, in which all road service licensing will be removed, will take effect from October, and will last for at least two years.

Operators will be free to operate without licences on routes to and from Exeter, but not on services within the city.
