Which of the following most accurately describes the problem?

T" question of whether the Ulster Transport Tribunal have the power to fix maximum charges higher than the chargeable rates, and, if so, Whether they should be 10 per cent. greater, may go before the High Court, according to the president of the Tribunal, Sir Anthony Babington, QC.

Announcing this in Belfast, he said that the Tribunal would require to consider whether they would give the Ulster Transport Authority a margin or the lull 10 per cent. increase sought on road haulage charges_ The Tribunal had heard the concluding submissions of Mr. C. A. Nicholson, Q.C., for the U.T.A., who said that the Authority might have charges quite different from the maxima, and the fact that they were making lower charges was to be taken into account. There should be some elasticity, and it was beyond controversy that there should be a gap between chargeable and maximum rates.

Party, Mr. S. Napier said that appropriate rates could not be arrived at if they divorced road from rail rates in a co-ordinated road-rail service. Steps should be taken against "pirate "carrying which was damaging the rates structure.

Proposed amendments to the Authority's livestock-carrying conditions were also heard by the Tribunal.
