Which of the following most accurately describes the problem?

Restrictions on Cabs and Hire Cars TWO new Orders restricting the use of taxicabs in one instance and hire cars in the other, have been issued by the Ministry of Fuel and Power; that applying to cabs came into force on August 1, but the restrictions on hire vehicles will not take effect until September 1.

The area in which cabs may ()Aerate is now restricted to that in which such vehicles are licensed to ply for hire or to places not more than five miles from the nearest point on the boundary. Provision is made, however, to deal with certain prescribed cases of urgency.

With regard to hire services, this concerns cars available for hire by the public, but not licensed to ply for hire. The general effect is to reduce the area in which hiring can be undertaken. A previous Order allowed unrestricted hiring within a radius of 20 miles in London, or 15 miles elsewhere, of the place where the proprietor keeps the vehicle. The newoOrder reduces this area to 10 miles everywhere. Hiring within a radius of 150 miles could formerly be undertaken for certain special purposes, subject to a declaration by the hirer; now, this radius is reduced to 75 miles,. although hiring beyond this wider radius is permitted, as in the case of cabs, to a small number of prescribed purposes of urgency where other means for travel are impracticable.
