Which of the following most accurately describes the problem?

PROFESSOR ALAN McKinnon has hit back at criticism of his alternative to the Lorry Road User Charging scheme.

In An Alternative Method of Road User Charging for Lorries A Response to Feedback he dismisses claims from the Freight Transport Association and Customs & Excise that his scheme would be overly bureaucratic.

He argues it would rely largely on using existing methods of data and revenue collection, some of which could be streamlined.

McKinnon says claims that his system would infringe EU rules by treating foreign hauliers in a different way cannot be substantiated as this also applies to truck tolling systems in Germany, Austria and Switzerland and is also likely lobe a feature of LRU C.

-A lot of the problems that the government has raised about my system could easily be resolved with some simple modifications," he concludes.
