Which of the following most accurately describes the problem?

IN RESPONSE to your article "VirlD needs more time" (CM 17 March).As a training consultant with 20 years experience in road haulage I am staggered that unions are already threatening employers with action if breaches of the new regulations occur.

I am very busy giving training to the employers and their drivers, all of whom are very concerned that they may inadvertently break the law. It is costing companies money and valuable time to carry out this training. In my experience no employer I have worked with, small or large, has any intention of breaking the law, or wants to consider even bending the rules.

The industry, as anyone with any sense will tell you, is only guilty of not knowing what to do for the best as a result of conflicting advice and the government's incompetence at not producing the final document on time.

As for the unions, instead of threatening employers for something they have not yet done they should be condemned to history like dinosaurs; they have as much bite these days as bones in the natural history museum.

If the unions want to prevent any violations of the law when it does come in, then I suggest they start working with employers and put some of their annual funds towards educating the industry.

The transport industry in the UK is the best in the world and is always slated and never praised for its resilience.
