Which of the following most accurately describes the problem?

A VOLUNTARY CODE of practice for the safe escorting of abnormal loads has been launched after months of delays.

The Highways Agency code contains guidance on escort vehicle markings, the kit Lobe carried and requirements for personnel. as well as basic operating guidelines.

It also provides greater flexibility for operators to move loads at optimum times to minimise traffic congestion; they will also save time by not having to co-ordinate police escorts across force boundaries.

Tony Lovell, MD of Southamp ton-based Convoi Exceptionnel, says: "This is the final rubber stamping of the code which we have been operating for the last year. There is a health and safety issue in carrying big loads and this allows the public to be warned in advance of our movements. "Using this code has worked well," he adds. "While many companies are already responding to it there is still a fringe element of operators trying to get round i t.We are keen to tidy up the industry to ensure that all operators abide by this voluntary code."
