Which of the following most accurately describes the problem?

COMMERCIAL MOTOR'S free legal clinic show got off to a busy start with operators queuing up to ask questions about the Working Time Regulations, which became law on Monday.

Each operator had a 30-minute private consultation with a transport lawyer from the firms Backhouse Jones, Barker Gotelee and Hill Dickinson.

Many operators were worried about WTD issues such as periods of availability, exemptions for owner-drivers and record keeping — other topics included the impact of diabetes on holding an HGV licence, fuel duty and whether the government could be legally challenged for failing to support the industry.
