Which of the following most accurately describes the problem?

SPECIAL test strips embodying a new road-making technique are being tried in the U.S.A. with the object of reducing surface deterioration caused by traffic and the weather. The strips have a conventional asphalt top dressing to which has been added 2 or 3 per cent, of asbestos fibres. According to experiments conducted by the Johns-Manville Research Centre, surfaces thus treated may be expected to last twice as long as ordinary road surfaces.

New Jersey road engineers, meanwhile, are working in conjunction with the Union Carbide Plastics Co. on a method of protecting concrete road surfaces by means of a coating of epoxy resin. As a safety measure emery grit is added to the resin to provide a satisfactory non-skid surface.
