Which of the following most accurately describes the problem?

If 0-licence discs are obsolete, why bother with tax discs? Online VED information is already available to police and others.

The answer is that if no discs were required more evasion would result, unless more automatic number plate readers were installed and linked to the enforcement authorities. To the enforcement officer on the road, the absence of a VED disc or 0-licence disc are indications that all might not be correct and the vehicle is "worth a tug".

It is not unknown for vehicles to be cloned by exhibiting the registration mark of an identical vehicle. This would fool an ANPR system, but "cloned" or copied discs are easily spotted by the trained eye. Chris Palmer, Hiss, Norfolk,
