Which of the following most accurately describes the problem?

The dedicated haulier for Bestway Cash & Carry Warehouses is threatening to withdraw its application to base vehicles at its client's main distribution centre in Coventry if any restrictive conditions are imposed on the 0-licence. J Cramer (Haulage), which holds a 10-vehicle licence in the South Eastern & Metropolitan Area, was seeking a licence to base 10 vehicles and 20 trailers at the Broad Lane Trading Estate. The company operates five vehicles and 11 trailers from the site under interim authority. But the licence application was opposed by four local residents, who complained about the amount of traffic using the surrounding roads and noise at weekends and evenings. Mohammed Khan, managing director of Cramer, said: "If there is any question of restrictions I will withdraw the application and operate out of London, which will mean Bestway will have to open the site 24 hours a day.' He said the company would have difficulty with any time restrictions on vehicles because they were carrying high-value loads. The basic operation of the site was between 06:00-20:00hrs five days a week, with minor maintenance carried out on Saturday mornings. However, there were times when vehicles could return at any time within the 24 hours.

For the company, Michael Carless pointed out that the site had previously been used as an operating centre by Palmer & Harvey, which had held a licence for 65 vehicles and 20 trailers without any restrictions. West Midland IC David Dixon reserved his decision.
