The Health, Safety and Welfare at Work Act can, as stated, be used as a weapon as can any other legislation, but I would like to think that it is used as a tool by both unions and management to improve working conditions where required.

The Health .and Safety Act in this particular case did not play a significant role in putting Blackburn's transport problems to right. In fact, the Construction and Use Regulations, Psv Regulations, co-operation with the Department of Transport, positive attitudes from all council members and hard work from the maintenance staff of both depots brought about the improvement mentioned.
