Mr. John Armour, city engineer, has reported to the Corporation that an average of 19,000 vehicles per day have been using the tunnel, which is 5,000 more than the original estimate.
"The maximum peak-hour volumes of 1,800-1,900 vehicles per hour ", Said Mr. Armour, "are approaching free-flow capacity of a single two-way tunnel and are indicative of the need to have the second_ tunnel completed as early as possible and a start made on the permallet straight approaches."
