Which of the following most accurately describes the problem?

AMENDMENTS to the Motor Vehicles (Construction and Use) Regulations, 1955, Audible Warning Instruments are being considered by the Minister of Transport.

It is proposed to restrict gongs, bells and sirens to vehicles of the emergency services, excepting that vans from which goods are actually sold are to continue to be allowed to be equipped with, and to use, chimes or bells in addition to horns.

Ambulances, now confined to the use of gongs and bells, are now to be permitted to fit sirens, and it is proposed to classify Forestry Commission vehicles used part-time for fire-fighting as emergency vehicles and allow them to fit the same warning instruments.

Emergency vehicles are to be allowed to use their audible warning instruments at night when stationary, if failure to use them might hinder the use of the vehicle.

Any comments on the proposed amendments should be sent to the Ministry of Transport before October 16, 1961.
