Which of the following most accurately describes the problem?

in many years—is shown in the annual report and accounts of the council of the Institute of Road Transport Engineers for the year ended June 30 last. The report points out, however, that the loss came about solely as a result of special expenditure connected with the purchase of leasehold premises in Cromwell Place, London, S.W.7.

The report explains that the vehicle exhaust study group set up by the council late last year to investigate causes of air pollution from internal combustion engines is now at work on this subject. Investigations are still at an early stage and thc group will publish its report in due course. ,

In view of the very large proportion of candidates who fall below the minimum requirements for corporate membership, the council concurs with a view recently expressed by its scrutinizing committee that sound sponsorship by existing members was of paramount importance.

Total membership of the Institute has risen from 2,328 at the end of June last year to 2,393 at the end of June, 1961.
