Which of the following most accurately describes the problem?

" BRITAIN already has the most congested roads in the world, and in 10 years' time the traffic will have doubled." This was said in London last week by Mr. C. D. Buchanan, of the Ministry of Transport. His task, said Mr. Buchanan, was to try to answer the question; "Where on earth are we heading? "

Mr. Buchanan was the guest of honour at the autumn lunch of the London and Home Counties Division of the Traders' Road Transport Association.

In this country, he went on, we have not yet grasped the fundamentals of traffic circulation; it was important that we should. We must cater for the essential car traffic, but the commuter car would be dispensed with.

Referring to road safety, in the light of increasing traffic, Mr. Buchanan said: "One day I think a big vehicle is going to run amok down a street of shops."

The traffic problem was not just speeding up the traffic. Towns had to be planned for the traffic. If you dismissed this theory as "pie in the sky," then you must limit the usage of the motor vehicle. If we could not have radical reconstruction, we must accept radical changes; traffic must be adjusted, and essential and non-essential traffic defined.
