Which of the following most accurately describes the problem?

IN AN ATTEMPT to push forward the use of greener-powered CVs, the Department for Transport (DfT) has announced a shortlist of 10 companies to bid to provide electric and low-carbon vans to councils and the public sector. Those selected are Ford, Mercedes-Benz, Citroen, Ashwoods, Land Rover, Modec, Smith Electric Vehicles, LDV, Nissan and Allied Vehicles.

The pilot local authorities involved are Coventry, Liverpool, Newcastle, Gateshead, Glasgow and Leeds while initial strategic partners are the Government Car and Dispatch Agency, Royal Mail, the Environment Agency, HM Revenue and Customs, the Metropolitan Police and Transport for London.

Transport secretary Geoff Hoon says: In the public sector, there is considerable demand for vans, so we want to use our spending power to lead the way in developing lowercarbon options that will appeal."
