Which of the following most accurately describes the problem?

AN EBBW Vale insulation company was granted an increase in licence authority from two to six vehicles after undertaking not to operate more than four until hard standing at its operating centre had been extended.

Excelsior Home Care had applied to increase its licence before Nick Jones, the Welsh Traffic Commissioner.

Vosa enforcement officer Robert Hoskin said that there were currently security problems with the site. which was only suitable for four vehicles.

There had been an S-marked prohibition relating to a defect reported by a driver that had not been acted upon.

There had also been an ongoing problem of drivers taking the company's vehicles home Managing director Richard Lever said the company did not employ a transport manager because he felt it was too small. Instead, he relied on the firm's health and safety manager, who was not a CPC holder.

After the TC had commented that transport was not an "add-on link", Lever said there had been recruitment problems earlier in the year, but he made sure all the vehicles were kept on-site. He gave an assurance that drivers would not take them home in future.

After a suggestion from the TC, Lever said he would be happy to consider a part-time transport manager, with the possibility of the H&S manager being put forward for a CPC. He maintained that he had acted whenever problems came to light.
