Which of the following most accurately describes the problem?

BRITISH RAIL has responded to the growing demand for next-day parcels delivery by launching Night Star, an overnight urgent parcels service which includes delivery to the customer's premises.

Parcels sent by Night Star will be despatched by trains scheduled to arrive at their destination by 7am, and will be delivered to the customer's premises by City Link, BR's pri vete sector contractor, by 12 noon.

The service links nearly 700 towns, and offers a money-back guarantee if parcels are not delivered by the specified time. Prices will be held at their present level at least until January 1984, and there is no minimum volume requirement for deliveries.

A Saturday morning delivery service is included in the Night Star service which, BR hopes, will increase Red Star's £30m a year income by 25 per cent within a year.

Two rates for deliveries have been devised, one for within five miles of a rail station, the other for between five and 10 miles.
